Community Economic Development

The Rhode Island Foundation recognized the potential for revitalization of “DownCity” in Providence, an area designated as the Arts and Entertainment District and the only central business district in the country to be listed on the National Register of Historic Places. Community Partners’ strategic plan for the Rhode Island Foundation created a plan for action establishing the DownCity Partnership, a non-profit organization investing $9 million to revitalize this emerging neighborhood in the downtown. Community Partners’ strategic plan for the Rhode Island Foundation led to the implementation of a multi-million dollar Program-Related Investment in “DownCity” in Providence.

  • The Bidwell Training Center sought creative employment opportunities for low-income residents of Pittsburgh, drawing upon their business training and development experience. The resulting Harbor Gardens Greenhouse specializing in growing orchids offers employment for low-income residents in Pittsburgh.

  • The business plan and funding proposal resulted in $275,000 of grant funds and conversion of an historic church in Boston into the Jorge Hernandez Cultural Center for Inquilinos Boricuas en Acción, a community development corporation.

  • The Chinese Economic Development Corporation needed expanded space for emerging businesses, teaching English as a second language, and employment opportunities. The business plan resulted in $300,000 in federal grant funds for a business incubator and creation of a job-training center in the heart of Boston’s Chinatown.

  • The grant proposal prepared on behalf of the Harlem Commonwealth Council was ranked number one nationally and resulted in $900,000 in federal grant funds, leading to development of a $25 million shopping mall.

  • The closing of several military installations in Massachusetts causes several unemployment and economic distress for the localities. As Deputy Director of the Massachusetts Government Land Bank, Bacow served as project manager for redevelopment of the former 4700 acre Westover Air Force Base in Chicopee and the 88-acre Chelsea Naval Hospital for housing and related mixed-use activity.

  • The Urban Redevelopment Authority of Pittsburgh sought a viable reuse of the123-acre waterfront site of a former steel mill. The socio-economic and market study evaluated the industrial, commercial, residential, and recreational uses of the waterfront site, including the potential impact of riverboat gambling.

  • A consortium of small farmers organized in a community-based enterprise needed to expand their tropical fruit processing plant in Puerto Rico. The financial analysis and feasibility study of the for Federation for the Agro-Industrial Development of Puerto Rico led to increased operations and business opportunity.
